Q: Can I test this module without a heatsink?

No. You must have a heatsink and fan attached to the hot side before applying power. Without heat dissipation, the module will reach its thermal limit and burn out in less than 2 seconds.

Q: Which side of the 30x30mm module is the cold side?
Typically, the side with the model number (TEC1-12703) printed on it is the cold side. If there is no print, the cold side is the one that faces up when the red wire is on the right and the black wire is on the left.
Q: Why choose the 12703 over the 12706?

The 12703 is smaller (30mm vs 40mm) and draws less current (3A vs 6A). It is better for smaller heat loads where you want to minimize the total heat being exhausted from the hot side into your system
